Gearing Up for "Round 2" of RD23
Caroline Brooks, ASK Distribution Consulting LLC

It’s been three years already?? Many veteran companies will begin approaching their verification anniversary dates in 2026.  ASK will provide a quick refresher on the process, timelines, and what to expect as you prepare for your next verification under the RD23 requirements.

9:00-9:45 am

When Hazards Hide in Plain Sight: Three “Routine” Shipments That Went Very Wrong – Part I
Wendy Buckley, StarsHazmat

On the surface, they looked ordinary: a routine tote delivery, a small box of samples, a bulk transfer slotted neatly between coffee and lunch.

By the end of the day, every one of them had blown up into the kind of incident nobody wants their name on.

In this highly interactive session, hazmat and transportation expert Wendy Buckley walks you through three real, anonymized events pulled straight from everyday distribution life—situations that could show up on any dock or in any yard.

We won’t be debating theory. We’ll be dissecting the kind of paperwork, handoffs, packaging choices, and “it’ll be fine” moments that turn a normal shift into an incident report. You’ll leave with concrete fixes, sharper questions to ask, and a new lens for looking at the “routine” shipments moving through your operation right now.

When Hazards Hide in Plain Sight: Three “Routine” Shipments That Went Very Wrong – Part II
Wendy Buckley, StarsHazmat

As a follow-up to Part I, participants will choose the shipment case that feels most relevant to their operation and, in small groups, play investigator: piecing together what happened, where assumptions crept in, and how everyday decisions quietly stacked up to create a bad day.

10:45 am-11:45 pm

RD is a Team Sport
Thiago Cavalcanti, Greenchem Industries LLC & Chris Frey, B&J Group

This session will offer a dual perspective of a distributor and warehouse member as they highlight how to establish an effective partnership rooted in a foundation of Responsible Distribution.

11:45-12:30 pm Lunch
12:30-1:15 pm

Conducting SVA
BeAspire Enviro Consulting

Many companies relied on CFATS for conformance with VIII.B and conducting Security Vulnerability Assessments (SVA).  With the sunsetting of the CFATS programs, this session will review how to develop a good SVA, with a focus on what to include (scope), working with 3PL partners, best practices for conducting, and the frequency of reviews.

1:15-1:55 pm

Legislative and Regulatory Update for 2026
Eric Byer, ACD

Hear from ACD’s Legislative and Regulatory Affairs teams as they provide an update on the current state of affairs in Washington and what the Legislative and Regulatory priorities are in 2026 that may impact your Responsible Distribution programs.
